There are programs that will do that, such as some versions of MusicMatch Jukebox. Windows Media Player may convert it as that is the "native" format for Widows Medial Player to save files in.
However, once it's in MP3 format is is already a compressed file and some fidelity is lost, and most media players will either play MP3 or WMA. However, if you have converted a file to a low bit rate MP3 file, you can't convert it to a higher MP3 bitrate, WMA or even to a WAV and recover the lost fidelity - once it's converted at a particular bit rate the fidelity will never be better, no matter what type of file it is.
If you are "ripping" (copying) from a CD to the hard drive, most ripping programs have an option as to the type of file you want created when you rip. If you want WMA, you should just rip to WMA. However, I always rip songs as wav (full fidelity) and then later I can convert it to a compressed format such as MP3 or WMA if I want to, but I still have the full fidelity song file on the hard drive too. Once I'm finished whatever I wanted the file for I can then delete it from the hard drive and keep the compressed format, if that's what I want.
