OS re-install

I need to get a re-install disk for Windows 7

When i try to request back up disks i get the following when i put my service tag in :

Dell PC Diagnostics complete – Errors Found.
This system is from a region not currently eligible for an automated resolution. A part replacement is required to resolve your issue. Please click in order to get redirected to proper region

It says USA Canada and UK are supported any i brought my XPS L702x (early 2011) from Dell online and i live in the UK, how would i obtain back up disks?
