Temp Folder Question

As used in XP Home: This is not on my PC.
 
With all files and folders unhidden, I opened the Temp Folder and see a couple of hundred files along with a yellow folder named Temporary Internet Files.  I know the files are ok to delete but this yellow Temporary Internet Files folder being in this Temp Folder has my wondering why it's there.
 
It does not appear to be a short cut folder, but I didn't really check it out.  I don't want to delete it if it's needed by windows. Why is this Temporary Internet Files folder doing in the Temp folder?
 
Can I delete it with out having any issues with that P.C. ???

    Go ahead and delete the files to the recycle bin but don't delete the files yet. Run the computer for a week or so and if no problems appear then they should be safe to permanently delete.
