Window Update Question

Hi,
 
I couldn't think of a good title for this post.  Everytime when I go to Help & Support to check for  Windows Updates it needs to download something first.  The first couple times I thought OK because it was talked about in the forum.  But it's still wanting to install something first.  I don't know if it's always the same thing.  I can't bypass it.
 
UPDATE - OK it seems to be the actual Windows Update program.  Is that on my computer or does it get it from the web everytime?

    Open IE and go to tools/windows update, does it do the same thing?
    Microsoft does occasionally update their software for this feature, but not very often.
