WININET.DLL missing - Desktop blank

Used spybot last night, this morning when I booted up, desktop is blank and cant' get anything off of task manager.  In Task Manager, if I try to open another task, the c: programs/windows file is full of uninstall files.  Any thoughts - I have the disk to reload windows, but not sure if that is the problem.  and don't want to wipe out all my files.

    Don't understand your reply - person there said to repost my question in winxp section of the forums. Something I should do differently?

    unfortunately, they don't seem to be able to help.  they sent me back here.  We have rebooted multiple times, in safe mode, back to last known good boot, but keep getting blank desktop.  When I open task manager, and open new task, the c:drive/programs/windows file is full of uninstall files. Any help would be welcome - I am afraid that if I reinstall windows xp, I wlll erase everything I had on the computer.  Any advice welcome.  Thanks

    Since your problem began when you removed spyware, it is most likely due to incomplete removal of spyware, or removal of a Windows component as a result of spyware.   Thus I sent you to the spyware forum.

    OK. Note in the command that there is a space between _ C in that command:

    expand C:\i386\wininet.dl_ C:\windows\system32\wininet.dll

    If you entered it correctly then you have a major problem if it can't find the system32 folder. If you think you missed the space, try it again.

    See if this gets you past the blank screen.
    Restart the machine and keep tapping the F8 key. Click on 'Administrator' on the screen that appears. A screen will finally come up with multiple choices. Select '  Safe Mode with command prompt '.
    If you get that far, at the C:\Documents and Settings> prompt, type in
     
    expand C:\i386\wininet.dl_ C:\windows\system32\wininet.dll
     
    You should get 'one file expanded' or something similar. If you don't get that message type this in at the C:\Documents and Settings> prompt:
     
    Xcopy /h /r /u /y  C:\i386\wininet.dll C:\windows\system32

    Got to the administrator page.  Entered at C:|Documents and Setting\Administrator>expand c:\i386\wininet.dl_C:windows\system32\wininet.dll  Message back: No destination specified for: c:\i386\wininet.dl_C:\windows\system32\wininet.dll

    Put in Xcopy/h/r/u/y c:\windows\system32

    Message back: 0 file(s) copied

    put in as follows where ^ means space

    expand^c:\i386\wininet.dl_^c:\windows\system32\wininet.dll

    message back: can't open input file: c:\i386\wininet.dl_

    I think you have major problems but...... Using the same proceedures, at the C:\Documents and Settings> prompt, type in dir C:\ /p. You should get multiple listings one of which is  i386. Then at the C:\Documents and Settings> prompt, type in dir C:\Windows /p. You should also get many, many listings one of which is system32. If not present then you do have a major problem as both of these must be present.
