Dell email, Scam or not?

Ordered a new computer, and shortly after was sent this email:

 Dear 

Thank You for choosing Dell Computers.

 

This is to inform you that we have received your order for processing. However, we are unable to process your order due to security restrictions levied on your credit card transaction by bank or possibly there could be a typo error while inputting the expiry date or the Credit card number.

 

We would request you to call your Credit card Company to sort this issue. It would be highly appreciated if you could reply to this email or call us on 888 XXX XXX (Monday-Friday 9am-5pm CST) once the issue is resolved with Credit Card Company.

 

We appreciate your patience and apologize for any inconvenience caused.
