Is there any option in dell IDRAC 9 where we can attach a iso using URL ?

Yes. You can connect iso image on NFS, CIFS, HTTP or HTTPS share using iDRAC Remote File Share Feature. Refer below link for more details. this can be done using iDRAC GUI, Racadm or Redfish
