i am using windows 10. build 1703 i found the inf file version in the D8VDT is 12.15 and not 23. in the folder - input /network /D8VDT_A00-00/Windows10x64, this file - E1C65x64.inf ,the driver version is 07/25/2016 and the version is 12.15.31.4

Can you please try install the same driver from device manager using INF method  and see if its working? noticed that 12.15.23.7 driver version is not carried in the latest driver contents (D8VDT).

Yes Correct,were you able to update driver from device manger ?  

nope . when i point to the files while using device manager , it is saying windows determined that the best drivers have already been installed

The same case (device manager upgrade) worked for us and driver version got upgraded to 12.15.25.6.

Here i tried with Windows RS3 Build 10.0.16299, will you be able to share below logs from system?

\Windows\INF\setupapi.dev   

\Windows\INF\setupapi.offline

\Windows\INF\setupapi.setup

according to the portal it should be upgraded to VendorVersion: 22.3.108.0 and not 12.15.25.6. 

I want to see version 22.3 and not anything lower .

Please note that driver package version and driver version in device manager is not same always. Driver version in CAB report will carry the highest available version from the driver package you will not see same higher version in device manager if your device needs another lower version INF from the same package.

if you see version changed to 12.15.25.6 which means your driver is successfully updated.

here is the problem when running the batch command , i kept getting error level not equal 0 due to this processing of this inf : ki121294.inf 

error  :failed to install the driver on any of the devices on the system : no more data available 

how to fix this ?
