How can I upgrade my Dell inspiron 13-3573 processor to i7 or i5?

You'll need a new system - you can't upgrade what you have. The CPU is soldered to the system board, and there were only Pentium N CPUs offered on this model, so there's no board that will fit that takes an i5 or i7.
