I have an Inspiron 7501. It is designed for a 130 watts power supply. Can I use a 140 watts usb c power supply instead? Many thanks!

Not from a third party, no. There's a limit of 60 or 90W with a third party USB-C adapter.
You need an OEM Dell adapter for the full 130W supply.
