Optiplex 7040 Micro - Noise Issues

Anyone else have a noise issue with the new 7040 micro form factors?

I got a new Micro 7040 last week and it came with a m2 pci-e boot drive, 8GB of DDR4 & I put a 2.5" evo 850 SSD in there too.  It's a super fast micro desktop ( gets a passmark score of 3000), but man is it noisy!!!! I've had to hide the desktop on the floor behind my desk to try and muffle the noise. 

2 issues combine to make working with this device a very unpleasant audible experience. 

1 - The FAN is so very quick to respond to any workload on the system. For example it whines much louder as soon as you do anything...like watch a video or even open a media heavy webpage.  As soon as you close the webpage, it gets noticeable quieter.

2 - The pitch of the FAN noise itself is noticeably unstable. More than any other PC fan I have heard. It has 'Whaaaaaa aaa' type noise..and the pitch is all over the place. it's very distracting.

The noise combined with the FAN spinning up and down faster and slower with almost every mouse click combines for a problem I think Dell should address. I may even open a support ticket. 

I was hoping other 7040 micro users would respond with their experiences.
