Strange shutdown problem.

Hi Folks,
 
   I am having a strange issue with my 8300.  Whenever I try to shutdown the machine, it hangs at the "Windows is shutting down" screen.  I can not even do a hard shutdown.  I have held in the power button for a minute and it still will not shutdown.  I have to pull the power cable out.  When I try to reboot the machine, it is totally dead.  No power, not LED's.  All I get is the flea light on the motherboard.  If I pull the power and CMOS battery, give it a few seconds to clear the NVRAM, it will boot right up.
   I want to reinstall windows but I am not sure if I can.  I have a feeling pulling the battery every time it has to restart is going to really mess up the install.  If anyone has any ideas or information it will be greatly appreciated.  By the way, the warranty has already expired on my machine.  Thanks for your time and have a great evening.

    I don't know if this is related, and I cannot figure out how to post a question to this site...  I have a Dim3000 with XP also having shutdown problem:  when I hit shutdown (no matter how I do it), the computer closes some programs (saw this via task manager), but otherwise totally ignores the request to shut down.  I have to hit shutdown again, then it shuts down no problem.

    I first noticed this problem after installing some software (voice recorder/USB and other USB device software).  The problem is, I don't know which software installation did it, and I haven't a clue how to fix the problem (short of uninstalling stuff).  I am guessing that XP is running programs in case I plug in one of my USB devices, but it is interfering with my shutdown.  It is a real pain having to shutdown twice every time.

    Any help would be great.
    btw- I tried Microsoft's website -- totally useless.
