System Setup Program Navigation Key Problem

I have a Dimension XPS T550 running WIN98SE. After entering the System Setup Screen I cannot move the cursor up or down with the up or down arrow keys to view and select  the menu item. All the other navigation keys work ok. I need to view the IDE Configuration Submenu Options as I am  trouble shooting a problem I am having adding a 20gig second fixed disk.

    I was able to work around this problem by using the up/down arrow keys on the numeric key pad.
