Web Site Display Doesn't Fill Screen

I have a Dimension 8400 with a 19" monitor.  The motherboard went bad in less than a year, in August 2005.  Everything was lost and had to be reloaded.  Since I reloaded, the monitor display when viewing most websites only fills 50 to 70 % of the screen.  (It varies by website.)The rest, always to the right,  is blank, white.  Displays for non-websites such as Outlook Express and word processing are fine.  And a few websites, seemingly some of those that require use of a password, such as financial sites, do display in full screen.
 
Here is what I have done, to no avail, mostly with guidance of Dell technicians:  I have checked and rechecked all of my monitor settings and display options.  All are set properly.  I have removed the video adapters that came installed with the computer and installed updated ones from the Dell site.  Lastly, Dell sent a technician to replace the video card.  None of this has changed the situation.  In fact, as I type this message, the screen to my right is 30% blank!  The tech who installed the new video card said he "had never seen anything like this" and hadn't a clue as to what the problem was.
 
Suggestions anyone?

    I guess I don't understand your question.  The video card?  Or is there more than one?  Not really that knowledgeable.  Here is what the Dell Support said in their e-mail:

    Thank you for contacting Dell Hardware Warranty Support.

     I understand that issue got worse after reinstallation of the video drivers.  The issue that you are facing has to do with either the video card or the monitor.

    The problem leads me to suspect that the issue is with the video card.  If you agree, we may now go for replacement of the video card.  To resolve the issue, I can set up an onsite service call, where a technician will get the part replaced for you

    A technician showed up and replaced "the video card."  It did not solve the problem.
