Hi Polczech01,
Did you use the Rufus tool to make the bootable USB from the retail store disc? Also were you able to install the operating system?

Hi Polczech01,
Yes you can delete all the partitions on the hard drive and initiate the operating system installation.

Hi Polczech01,
Just by copying the contents from the Windows 8.1 bootable disc to USB key the USB key will not become bootable. You will need to use Rufus tool to make the USB bootable. Is the Windows 8.1 bootable disc an OEM disc or Retail disc you purchased.

Hi Polczech01,
Dell systems have one time boot menu. Connect a bootable USB key and Press F12 (during startup) so that you get Dell one time boot menu to choose the USB to boot.
