starting up
I turned on my inspiron 5100 and now there is just a cursor blinking...
I tried to turn him off but it's still the same... blink blink
there was no beep or someting else just the cursor...

Try toggling the Caps lock, num lock, or scroll lock. If you were able to toggle them, problem is most likely software. If not, better call tech support for possible no POST (Power On Self Test)
If you were able to toggle them, boot from the windows CD (F12 during boot and choose the option to boot from CDROM). Enter recovery console. Type chkdsk /r (it should take around 40 minutes). After it finishes, type exit to restart your computer. If that doesn't work, enter recovery console again. Now, type in fixmbr then press enter. Next, type in fixboot then enter. Then type exit again to restart. This fixes the Master Boot Record.
FYI: FIXBOOT and FIXMBR can sometimes damage your partition. If it does damage your partition, you will need to create a new partition, format your drive, and reinstall windows again. so perform at your own risk

Were you able to get the computer to turn off?
Try holding down the power button for 10-15 seconds straight, and then reboot.
