Dell UltraSharp Calibration Solution 1.5.8 is no longer hardware calibrating my U2413 under just updated Windows 10. Dell UltraSharp Calibration Solution acts like normal X-Rite i1Display Pro Calibration Software. After updating to Windows 10, Dell Ultrasharp Calibration Solution won't hardware calibrate my U2413 anymore. It just acts like common X-Rite software and don't offer CAL1 ou CAL2 calibration.
I've not tested W10... so I can't help there. There must be some log files un c:\Users\YOURUSER\Roaming\Dell or something similar ("Local" instead of "Roaming"). I do not know if W10 changed user configuration folders.
"Connection.log" should show issues with serial number reading (DDC/CI & USB). This kind of serial number reading issues are the main culprit of "my DCCS is not working".
Did you attempt to install the U2413 Windows 8 driver via compatibility mode into Windows 10 to change the Device Manager Generic PnP Monitor to U2413?

After updating to Windows 10, did you uninstall the X-Rite software, reboot the computer, then reinstall the X-Rite software?
