It could be because Microsoft no longer supports NetBIOS over NetBEUI, which may be what you have implemented on W98. On XP, the default for File & Printer Sharing is configured to use NetBIOS over TCP/IP.

Some recommend changing the configuration of your W98 machine to the new default.

I can't recommend either method, but you'll need to select one or the other. I installed the W2K version of the NETNBF.INF and NBF.SYS files on XP and implemented NetBEUI with no problem. I have a number of computers running diffrent OS but  you shouldn't encounter any problems networking and sharing files between 98 & XP.  There are no specific instructions to set up the link so just have a go.  Simplest way to conect two computers sahring one internet connection is just connet your network cards via network cable.  A card will cost roughly £20 but most business PC's have them.  Set up the link then enable internet and file sharing on both systems.  Cant see why you'd need a router for 2 machines as this method is quick and cheap enough for most needs.
