First, your setup should look like

Wall > ISP Modem/router > Wireless router > wired/wireless

You need to plug the desktop into the wireless router.

If using DSL, DSL Filters MUST be on all devices, except the DSL Modem/router itself. You mat share a DSL filter.

Wall > DSL Filter > splitter > multiple devices

Also try using these Recommended Wireless Router Settings

I have been having the same problem today with my parents new laptop and wireless router. I was only on the phone with Belkin for about an hour but and unsuccessfully to get the desktop able to connect to the internet while the wireless router was correctly placed between the cable modem and desktop. I gave up after 4 hours or researching on my own and brought it back to my house, where I had the same problem, with the laptop having an internet connection but not the desktop.  I remembered the step they had me try involving going to 192.168.2.1 and checking the MAC address. I clicked the "Clone Computer's MAC address" button and that got me up and running on both desktop and laptop. My Dell is an older Inspiron 530 running Vista and they have a Dimension E310 running XP. I was not able to access the Belkin support page on their pc to do this step. They told me that was an issue with the pc and it's settings and not a router issue. I'm hoping too that someone will have some good advice on how to get their internet connections working on both machines.

This is what works for me. I have used these settings on a Netgear, Linksys and Belkin router and have had no connection issues.

Any idea why on the Dimension desktop I get "address not valid" when I go to 192.168.2.1? Because of that, I'm not able to do the steps that worked for me on my own pc. I pinged the IP and it came back as all packets lost.. That is why  Belkin support said it was an issue with settings on the pc. On my LAN properties, I have it marked to use the following:

IP address 192.168.2.4

Subnet mask 255 255 etc

Default gateway 192.168.2.1

Try start, all programs, accessoreis, then right click on command prompt, type

ipconfig /release

The restart your computer.

Restart your computer Press F8 and enter into the safe mode with networking. See if you can connect there.

I get a message: "This operation failed as no adaptor is in the state permissible for this operation." 

Same problems in safe mode. No internet on desktop. Wireless still works on the laptop. All packets were lost. This doesn't look promising...

Thanks for your diligence. I have stumbled into unknown territory here. 

Cable goes from wall into cable modem. Ethernet cable goes from cable modem to wireless router to pc.

I have never been able to setup the wireless router so I don't believe there is any MAC address filtering - I've only tried switching the IP to 192.168.2.1

I do have yellow question marks on Driver Interface. No red xs.

You are plugged in with an ethernet cable into the wireless router, correct?

You are NOT using Mac Address Filtering in your wireless router, correct?

What do you see in the device manager? Any yellow exclaimination marks or red x's?

Post what you get when you run ipconfig /all log. maybe this will shed some light.
