You should never use IE or Edge IMO. Browsers are not Microsoft's forte. It's just not what they're good at. They're good at operating systems, office apps and consoles.Nothing else.
Trusting your browser security with them is like trusting drug addict with your savings. Seriously a bad idea.
My advice is try both Chrome and Firefox, and stick with the one you prefer.
As long as you can't use it, did it come with anything for a return policy? Other option would be to reload on a fresh drive, resetting CMOS first.
Speaking resetting CMOS, you could still try it. Remove size 2032 CMOS battery for 10 min. and put in a new one. Low-dead batteries cause all sorts of bizarre problems. They're cheap, last around 5 yrs., and the 9020 goes back to around 2013. Refurbishers usually don't replace them.
I'm still leaning toward what speestep said, that it's malware.
