After discussion with Dell technical support, the solution was to uninstall the device driver from the ethernet controller. After rebooting, Windows installed a generic ethernet driver. The speed tests showed a 2x improvement in throughput.
I then updated the driver to Intel-PCIe-Ethernet-Controller-Driver_VP20T_WIN_24.1.0.0_A13_01.EXE, the same driver recommended by Dell Command Update, the Dell support downloads site, and confirmed by Dell technical support. The driver installed and started correctly. My speed tests now average 945 Mbps down, a very acceptable result.
