Its actually a IEC plug, not a NEMA, unless I'm mistaken and there is a NEMA equivelant.
The IEC-320 'C14' end is the unusual one. Its the male equivelant of the female end on typical 120v psu cables.
So instead of being a normal PSU cable which is IEC -> NEMA, its an IEC -> IEC cable.
I highly suggest ordering the power distribution unit (PDU) from Dell to go with your 6850. Its a 19" rackmount powerstrip that has C14 sockets on it, but the powerstrip itself connects to your 220v circuit with a NEMA plug (I'm not sure which style, as my PDU hasn't been delivered yet).
