7520 Does Not Have Reliable USB-C
The video functionality of my DA300 port adapter always works when I plug it into the only USB-C port on my Precision 7520. Unfortunately, the USB-C peripheral functionality doesn't usually work for anything else. Whether I plug my USB-C Jabra headset directly into the computer's USB-C port, or if I use the USB-C port on the DA300 while the DA300 is plugged into my computer, it usually doesn't even recognize that there's anything plugged in. I have also tried USB-A devices in that port of my DA300 and nothing is recognized there, either. Sometimes it works fine, but most of the time it doesn't.
I tried a support call last year on this one and after replacing the motherboard and left I/O adapter board, they've resigned themselves to saying I need to reinstall Windows. This is my work computer and I have too much required software installed (which doesn't go quickly or smoothly), so I'd rather not start over.

@GeerDad Do you have any other systems you can test the DA300 on? Otherwise (or in addition), some Dell systems have a BIOS option allowing you to choose the maximum power that the system will allow to be provided over USB-C. On my older Latitude 7480, I can set this to 7.5W or 15W. I guess choosing the latter could result in the system reducing performance to maintain USB power output when needed. Anyway, the DA300's documentation indicates that its functionality will differ based on whether it can access 7.5W or 15W. Admittedly the difference mostly pertains to USB 2.0 vs. 3.0 functionality, but that may be part of the issue here. Otherwise, if video works fine and USB data functionality doesn't work at all, do you have any other regular USB data devices you can connect to that USB-C port, even if you use a female USB-A to male USB-C dongle to do so? It might be good to validate that regular USB data works at all, since that is handled separately from video output, which runs from a DisplayPort output wired to the USB-C port from the GPU.
