Thank you. The fan speed increase to maximum RPMs is working as designed for some processor models, which is required to ensure the long term reliability of those processors. Now for most of the System profile BIOS options, C1E is enabled. Now if the Performance profile is selected, C1E is automatically disabled and cannot be enabled. If the C1E disable feature is not needed, use the Custom profile and enable C1E. 

Then let me know if that resolves the fan rpm issue.

I run the following command, and get back to 20% fan speed:

> racadm set system.thermalsettings.FanSpeedOffset 255

The power consume dropped from 190watt to 110watt, just because the fans are slower, while the cpu's temperature is going up by 3 degree in average.

Great fix it certainly quiets down my R720, the fans still ramp up when it gets hot but do not run at full blast from the get-go.

However, every time it reboots the fan control reverts to the standard scheme which is full-power.

Is there a way to issue this command above, at boot?

Hi, thanks for choosing Dell. At this point I believe it's best to have answers from the previous commentators. Also Dell does not have the official guide on offsetting fan on 11 severs so there's nothing much I can comment on. Folks seems to try out. But please know less fanning means higher temperature, which isn't recommended.  I'm wondering if you could run command at all but I can't say. Sorry I can't be of help this time. You can SSH to iDRAC IP and run the racadm command
