Typically, these sites "jump the gun" by several hours... the Mozilla/Firefox site is still showing v21 as being current...
I would suggest that users wait for the official release --- presumably later today (or tomorrow at the latest) --- and then use FF's internal updater.

Either be sure to UNcheck any pre-checked offers for bundled toolbars/programs [unless you really want them], or else, wait about a week until the SLIM build is released.
