Did you try to disable Firewall and Viruscheck?

I tried to disable IPv6 on my laptop's interface . after scanning , it prompts the same error .

Yes , i disabled Antivirus and firewall . But it prompts with the same error

Do you have IPv4 and v6 both on your system, if yes you may need to disable one.

Restart your laptop and then re-initialize ...

There is a Knowledgebase Articel but i guess you are better looking at opening a Service Request....

another thing is to try it from another Computer ( eg. Win 7 )

Just re-check it :
