Hello, I just bought a Dell optiplex 7010, there is Windows 7 SP1 Family, and I want to put Windows 7 Pro Oa 64 bit I have the key, but I do not know where to download the operating system , In the microsoft site I entered the key but he told me to contact the manufacturer.
You will have to find an OEM system builder or Dell OEM windows 7 pro dvd on ebay or amazon.
If you install dot net 4.72 stand alone you might want to try the Dell recovery program with a 16 or 32 gig usb flash drive. DOTNET IS REQUIRED BEFORE TRYING the utility.

If it is 64-bit to 64-bit, you could try Windows Anytime Upgrade feature.

I suggest to try a clean install of Windows-10 Pro 64bit.
When prompted for a key, use that one.

This should still work if the OP is willing to switch to Windows 10.
You can Clean Install and Activate Windows 10 Pro with your Dell Windows 7 Pro OEM Product Key (recommended). Also the Dell OS Recovery Tool works with my OptiPlex 7010 and lets me download a Dell Windows 7 Professional Reinstallation .iso. You should be able to do the same but bare in mind Windows 7 Reaches End of Extended Support in about a Year now (January 2020). More details on Downloading Windows 10 or 7 and clean installing are available here:

Amine2005,
Unfortunately, Dell no longer provides Windows 7. To get a disk you would need to search the internet for a Windows 7 pro disk.
