Bad problem: LIP (Language Interface Pack)

Hi
i have tried contacting mocrosoft but they told me to contact my manufacturer which is Dell
here's my problem;
i have changed my language interface (downloaded the Farsi LIP) and now it's all Farsi. how can i get it back to english?? i can't do anything cause everything is changed....i know the language but i can't work with this ocmputer because everything on the right is ont the left... lol
 
i tried the system restore but still it's on!!!
i tried the Language and reginional options on control pannel but that is different. that's just the keyboard!!
 
please tell me how i can change the language interface back to Enlish...
i tried downloading and installing the English LIP on Microsoft's website but when i click donwload the Readme.html opens.. nothing happens i don't knwo what to do.

    "In Windows XP, it is not possible to "hot-switch" between the base operating system language and language interface pack; customers that have installed the Windows XP LIP should either rerun the Windows XP LIP installer or use Add/Remove Programs to remove the LIP and switch back to the base operating system language."
