Every two or three times I switch on my Inspiron 6000, only the wallpaper and mouse pointer load (no toolbar, icons etc.)  If I switch off and re-boot, it always loads properly.  I have downloaded and installed UPHClean from Microsoft, but Event Viewer shows this just starts and stops with no cleanups recorded.  I have done a virus check and everything is patched up to date (Windows Update, McAfee etc.)  What else can I try?  I have also disabled any startup items that aren't needed by my system.
