You may need to reboot, press F8 before XP starts to load and select "Last Known Good", if you're unable to do a System Restore from the desktop.

Did not make any changes before it happened. I have tried last known good configuration, tried system restore, tried stopping and restarting explorer.exe, tried repair on windows. Still nothing helps. Any other suggestions. Thanks in advance! Frank

Hi,You may try to enable the task bar icons on the "system configuration utility". ...CLICK START|THEN CLICK RUN|THEN TYPE MSCONFIG|CLICK ON THE SERVICES TAB AND ON THE START UP TAB|LOOK FOR THE TASK BAR ICON THEN PUT A CHECK MARK NEXT TO IT.|RESTART THE COMP.|....."hope it works"

Glad you got it fixed. Too bad you had to do it the hard way.
Don't forget that you need to resinstall all Microsoft updates for XP, IE, Office etc again, asap.

Any error messages?
If you know what changes were made just before problem started, then undo them using Add/Remove Programs tool, or
Use Windows System Restore to a point just before the problem started
