OK. This is basically what is wrong. I can't sign into my Ebay account, my .NET passport, or buy things on the internet. So in general I can't pass a secure connection. When I click the OK button on the box pops up asking if it is OK to pass, I get a page that says "The page cannot be displayed" with a whole bunch of suggestions under it that do not work. Also, I can't update some of my programs like my Norton Anti-Virus. In addition to that my System Restore does not work. It fails fails everytime I use it. My friend told me that I should probabally try a System Recovery but neither of us know how to use it on a Dell. I think that all of this happened when somehow my Norton Anti-Virus was turned off for some reason. Any help or a System Recovery tutorial would be very appriciated. I don't have any kind of special information that I would lose if I did a System Recovery so I am not really going to care about the items that I lose. They are just free Spyware removal programs and instant messengers that can be reinstalled.
Download/install/update and scan with Microsoft AntiSpyware Beta, Lavasoft AdAwareSE, and Spybot. Remove all objects found. Use MS AntiSpyware defaults for home page, etc. for now.
Download/install/update and scan with Spyware Doctor. Remove all objects found. As these programs run, Norton may pop up with a virus found message. Quarantine infected files.
Do not do a system restore. Doing so will reinfect your system. Once your system is running OK, that situation can be handled.
tgsmith is correct about using System Restore. However, I believe you were referring to PC Restore, which will not reinfect your computer. Instructions for using it are

Well thanks a lot guys. I will try the Microsoft AntiSpyware scan tonight. I tried to update it and it failed too. However, when I updated my Ad-Aware and Spyware Doctor it worked fine. If all else fails I will try the PC Restore. Once again thaks a lot. I will let you know how it goes tommorow.
