Periodically, I get an error message "Windows Explorer has stopped responding". And Windows 7 does not working and responding. I tried to restart the computer, but it did not shut down, just "Shutting down..." in blue screen. So push the power button to shut down and restart the computer, but it stopped in the half way of rebooting process with Dell logo.
Anyone who knows of this kind problem? I need some help.

Have you tried pressing F8 when you see the dell splash screen on bootup, and doing a repair.
