You should understand what messages mean before trying to take action.  The message you received is very simple - it tells you that you tested your CD drive and didn't put a blank CD in it to test it.  In other words, nothing is wrong... 

 

Then, you put the Dell CD in to put all programs back on the computer, but there is no such CD that Dell makes as has been documented throughout the forum, the Dell Reinstallation CD can be used to repair or reinstall XP, nothing more.

 

If you have nothing to save on your computer, reboot and hit CTRL F11 at the Dell screen to make it "as shipped".  If you do have things to save, explain if any other tests failed, or if they didn't what you were doing (hardware or software install?) prior to the computer hanging up like this.
