Canada
The Province of Alberta passed regulation establishing a funding system for the collection and recycling of designated electronic products. The regulation requires manufacturers to collect an environmental fee for designated electronic devices sold into the Province of Alberta.
Under the current law and regulations, the following Dell-branded and third-party products sold into Alberta will be subject to a provincial environmental fee:

British Columbia introduced Packaging Regulation that obligates brand owners and first importers to report amounts sold to British Columbia and remit payment for their safe recycling and disposal. Material includes printed paper and catalogues, corrugated and box board cardboard materials, and other paper packaging as well as plastic packaging. Brand owners are responsible for payment of these materials. Consumers are not being charged related fees. Details can be found here: https://recyclebc.ca/.

British Columbia introduced regulation regarding batteries that obligates brand owners and first importers to pay fees for the collection and safe disposal of these materials. Consumers can drop off their household batteries weighing less than 5 kg each at any of the Call2Recycle collection sites. There is no charge to consumers for recycling.

An industry-led stewardship plan was developed to improve Manitobans' access to safe and responsible recycling of waste electronic materials. The program launched on August 1, 2012.

Northwest Territories (NT) passed regulation in August of 2015, establishing a funding system for the collection and recycling of designated electronic products. The regulation requires manufacturers, distributors and retailers to collect an environmental fee for designated electronic devices sold into Northwest Territories.
Under the current law and regulations, the following Dell-branded and third-party products sold into Northwest Territories will be subject to a provincial environmental handling fee (EHF):

Nunavut: No regulatory requirements
Yukon (Y.T.): The Yukon government has established an electronics waste management program under the Environment Act - Regulation to Amend the Designated Materials Regulation (O.I.C. 2003/184), with revision O.I.C. 2016/88 which amends the Designated Materials Regulation and sets out the requirements for the program. The amendment was introduced May 11, 2016. The electronics waste program will be an extended producer responsibility program like those implemented across existing provinces.
To enable compliance with the regulations, Dell Canada Inc. has joined EPRA Yukon, an approved industry collective program that is managing the responsible recycling of electronics in that province together with the Government of Yukon. New Ontario Electrical and Electronic Equipment Regulation Ontario Regulation 522/20 made under the Resource Recovery and Circular Economy Act, 2016 filed on September 21, 2020 came into force on January 1, 2021. The Regulation enacts Individual Producer Responsibility, Dell has reviewed the regulation and internalized the cost, no environmental handling fee (Eco Fee) will be passed to the consumer of Dell branded or third-party products sold into Ontario. ย

The Quebec Regulation โrespecting the recovery and reclamation of products by enterprisesโ was introduced on July 14, 2011 and came into effect July 14, 2012. To enable compliance with the regulations, Dell Canada Inc. has joined EPRA QC or ARPE QC, an approved industry collective program that is managing the responsible recycling of electronics in that province. The sale of these products triggers an environmental handling fee (eco fee) that is commonly passed to the consumer for payment. Dell Canada Inc. has analyzed the Quebec regulations and determined that the best course of action for our customers and the environment is to pay the fees ourselves, and not to pass along these fees to our retail partners or customers. Dell will instead remit the fees directly to EPRA QC.

Saskatchewan introduced packaging regulations under the Household Packaging and Paper Stewardship Program Regulations in February of 2013. The regulation obligates brand owners and first importers to report amounts sold to Saskatchewan and remit payment for their safe recycling and disposal. Material includes printed paper and catalogues, corrugated and box board cardboard materials, and other paper packaging as well as plastic packaging. Latin America
The sectorial agreement proposal was submitted by ABINEE (Brazilian Electrical and Electronics Industry Association), ย After sectorial agreement has been published under public consultation on 08/01/19 until 08/30/19, and signed on Oct 31st, 2019 by a number of sector's entities and associations.
The Agreement establishes the obligation of Reverse Logistics for electro-electronic products and the participation of manufacturers, importers, distributors and traders of such products. The document is divided into 25 clauses and 9 annexes.

The regulation requires producers to establish individual or collective collection and management system for covered products. The system must provide collection points or equivalent collection systems, must be free to consumer and must promote reuse and recycling. Obligations also include reporting requirements. In first year, 2012, producers are required to collect a minimum of 5% of covered product sold โ the amount rises 5% a year until 50% goal is met by 2021.

Asia
Australia -Product Stewardship (Televisions and Computers) Regulations 2011 came into effect on 8 November 2011.
Under the Product Stewardship Act, 2011 Dell as a liable part has elected to sign with Australian New Zealand Recycling Platform (ANZRP) as the Co-Regulatory Arrangement to help Dell acquits its obligation to reduce the amount of waste going to landfill, increase recycling rates, recover valuable resources that can be used to make new products and prevent harmful substances found in certain products from getting into the environment.
What does this mean for Private Households & Small Businesses? Private householders & Small Businesses will be able to return their obsolete IT products and peripherals to Tech collect collection facilities free of charge. Producers (manufacturers, importers, distributors) will be responsible for financing the collection, treatment, recovery and disposal of e-waste from private households deposited at these collection facilities

The Rules applies to every manufacturer, producer, refurbisher and recycler involved in manufacture, sale, purchase, collection, storage and processing of electrical and electronic equipments listed in Schedule I.
The Rules places responsibilities on Producer: (1) registration on the portal and obtain EPR Authorization; (2) implementing extended producer responsibility targets as per Schedule-III and Schedule-IV; (3) creating awareness through media, publications, advertisements, posters or by any other means of communication; (4) file annual and quarterly returns on the portal.ย
The producer shall fulfill their extended producer responsibility through online purchase of extended producer responsibility certificate from registered recyclers only and submit it online by filing quarterly and annual return.
What does this mean for our customers?ย
The Rules places responsibilities on bulk consumers of electrical and electronic equipment listed in Schedule I to ensure that e-waste generated by them shall be handed over only to the registered producer, refurbisher or recycler.
Bulk Consumer (commercial customers) may utilize Dellโsย Asset Recovery Services.

Vietnam - The Decision is in force as of 15 July 2015. The Decision provides regulations on collection and treatment of discarded products within the Socialist Republic of Vietnam. The Decision shall apply to manufacturers, consumers and other organizations or individuals involved in take-back and treatment of discarded products in Vietnam.
The Decision requires manufacturing enterprises including official importers, official distributors and primary distributors to takeback discarded products i.e. receive and collect discarded products for management and treatment in accordance with legal requirements. The Decision allows manufacturing enterprises and distributors to set up Collection points and receive discarded products at their own location as requested by the manufacturing enterprises. The Decision also prescribes further responsibilities which can be downloadedย here.
According to the Decision, the consumers have responsibilities to ensure to return the discarded products to Collection points provided by the manufacturers and they have the rights to request manufacturers to receive their discarded products.

Europe
Sinds juli 2001 voorziet de wetgeving in een aanvaardingsplicht voor producenten en invoerders van elektrische en elektronische apparaten. In deze wetgeving is de milieubeleidsovereenkomst (MBO) tussen de diverse overkoepelende organisaties van handel en industrie met de gewestelijke overheden wettelijk vastgelegd. Bij de transpositie van de Europese richtlijn nr. 2002/96/EC is de wetgeving die de aanvaardingsplicht regelt in lijn gebracht met de betreffende Europese richtlijn.
De nadruk bij deze wetgeving ligt op de voorkoming en het beheer van afvalstoffen. De beroepsorganisaties verplichten zich in te spannen om de recycleerbaarheid van de op de markt gebrachte apparaten te verbeteren met name door zo weinig mogelijk composietmaterialen te gebruiken en door de gebruikte materialen te identificeren.
Voorts regelt de wetgeving de inzameling en de verwerking van elektrische en elektronische apparatuur. Inzameling vindt plaats via kringloopcentra, containerparken en eindverkopers. Verwerking geschiedt door gecertificeerde recyclingbedrijven. Bij de verwerking vindt scheiding plaats in herbruikbare en niet-herbruikbare apparatuur. Niet-herbruikbare apparaten worden ontdaan van de verschillende schadelijke componenten. De resterende materialen en onderdelen worden op een milieuvriendelijke wijze behandeld en toegeleverd aan de grondstoffenindustrie voor verdere verwerking.
Recupel
Om aan de in de milieubeleidsovereenkomst aangegane verplichting te voldoen werd op 1 juli 2001 door de fabrikanten en invoerders van elektrische en elektronische apparaten met de steun van de gewestelijke overheden de vzw Recupel opgericht. Zij organiseert in gans Belgiรซ de inzameling en de recyclage van Afgedankte Elektrische en Elektronische Apparaten (AEEA).
Recupel werkt nauw samen met de handelaars, de gemeenten, de intercommunales en de hergebruikcentra, alsook met gespecialiseerde bedrijven voor het transport en de ecologische verwerking van de afgedankte apparaten. De financiering van deze activiteiten wordt gewaarborgd door de recyclagebijdrage die de consument betaalt bij aankoop van een nieuw toestel.
Dell is aangesloten bij Recupel en geeft als zodanig invulling aan de uit de milieubeleidsovereenkomst voortvloeiende verplichtingen via zijn lidmaatschap van

Wat houdt deze regeling in voor de consument?
Een consument kan zich op drie manieren van zijn oude apparatuur ontdoen:
- Bij aanschaf van nieuwe apparatuur kan oude elektrische en elektronische apparatuur gratis bij de leverancier van de nieuwe apparatuur worden ingeleverd.
- Oude elektrische en elektronische apparatuur kan gratis worden afgegeven bij de kringloopcentra.
- Oude elektrische en elektronische apparatuur kan ook gratis bij het gemeentelijke containerpark worden ingeleverd. De gemeente is verantwoordelijk voor een gescheiden inzameling van afgedankte apparatuur van particuliere huishoudens.
Als Dell klant kunt u kiezen tussen afgifte van uw oude apparatuur bij een kringloopcentrum of het gemeentelijke containerpark of gebruikmaking van het Dell Consumer Recycling programma, waarover u meer vindt op:
Opmerking: Kleine zakelijke gebruikers kunnen hun afgedankte elektrische en elektronische apparatuur ,mits deze naar aard en hoeveelheid met die van particuliere huishoudens vergelijkbaar is, eveneens op bovenstaande manieren inleveren.

Lors de celui-ci, les รฉquipements en fin de vie sont divisรฉs en deux catรฉgories : rรฉutilisables et non-rรฉutilisables. Aprรจs รฉlimination de tous les composants nocifs, les รฉquipements non-rรฉutilisables sont dรฉsassemblรฉs. Les composants restants sont traitรฉs รฉcologiquement et fournis aux vendeurs de matiรจres premiรจres aux fins de rรฉemploi.
Recupel
Le 1e juillet 2001, les producteurs et importateurs d'รฉquipement รฉlectriques et รฉlectroniques, avec le soutien des autoritรฉs rรฉgionales, ont fondรฉ Recupel ASBL afin de rรฉpondre aux obligations fixรฉes par la Convention de Politique Environnementale. Recupel organise la collecte et le recyclage des dรฉchets dโรฉquipements รฉlectriques et รฉlectroniques (DEEE) pour lโensemble de la Belgique.
Recupel collabore รฉtroitement avec les commerรงants, les autoritรฉs rรฉgionales et les centres de recyclage, mais รฉgalement avec les entreprises de logistiques spรฉcialisรฉes et les entreprises de recyclage pour le traitement รฉcologique des รฉquipements en fin de vie. Le financement de ces activitรฉs est assurรฉ par une cotisation de recyclage supportรฉe par le consommateur lors de lโachat dโun nouvel รฉquipement.

The crossed-out wheeled bin symbol on the product or on its packaging indicates that this product must not be disposed of with your other household waste.
Itโs your responsibility to dispose of your waste equipment by handing it over to an authorized collection point for the recycling of waste electrical and electronic equipment.

Cosa significa RAEE per i clienti privati?
Gli utenti privati potranno restituire gratuitamente i propri RAEE ai punti di raccolta . I Produttori (costruttori, rivenditori, distributori) saranno responsabili del finanziamento della raccolta, trattamento, recupero e smaltimento dei RAEE derivanti dagli utenti domestici ai centri di raccolta. Le 18 janvier 2005, le Luxembourg a transposรฉ dans sa lรฉgislation la directive europรฉenne 2002/96/EC rรฉgissant la gestion des dรฉchets รฉlectriques et รฉlectroniques.
Le principal objectif de cette loi est la prรฉvention des dรฉchets d'รฉquipements รฉlectriques et รฉlectroniques ainsi que le rรฉemploi, le recyclage et la rรฉcupรฉration de ces dรฉchets afin de rรฉduire le besoin de les รฉliminer.
Le deuxiรจme objectif est lโamรฉlioration des performances รฉcologiques de tous les acteurs impliquรฉs dans le cycle de vie des produits รฉlectriques et รฉlectroniques.
Cette lรฉgislation rรฉgit en outre la collecte et le traitement des รฉquipements รฉlectriques et รฉlectroniques. La collecte a lieu via les parcs ร conteneurs communaux, la collecte ร domicile pรฉriodique et les commerรงants. Le traitement est effectuรฉ par des entreprises de recyclage certifiรฉes. Lors de celui-ci, les รฉquipements en fin de vie sont divisรฉs en deux catรฉgories : rรฉutilisables et non-rรฉutilisables. Aprรจs รฉlimination de tous les composants nocifs, les รฉquipements non-rรฉutilisables sont dรฉsassemblรฉs. Les composants restants sont traitรฉs รฉcologiquement et fournis aux vendeurs de matiรจres premiรจres aux fins de rรฉemploi.
Ecotrel
Le 19 fรฉvrier 2004, les principaux producteurs et importateurs se sont associรฉs aux principaux revendeurs pour crรฉer Ecotrel. Cette initiative a รฉtรฉ lancรฉe par la Fรฉdรฉration luxembourgeoise des importateurs de produits รฉlectriques et รฉlectroniques. Une convention volontaire รฉmise par le Ministรจre de lโEnvironnement et datรฉe du 28 octobre 2005 dรฉfinit les droits et obligations dโEcotrel.
Ecotrel donne forme ร la loi sur les DEEE en organisant le transport des dรฉchets dโรฉquipements รฉlectriques et รฉlectroniques depuis les parcs ร conteneurs situรฉs sur lโensemble du territoire luxembourgeois vers les centres de recyclage, oรน sโeffectue le traitement. ร cet effet, Ecotrel collabore รฉtroitement avec les commerรงants, les communes, les entreprises de logistique spรฉcialisรฉes et les entreprises de recyclage certifiรฉes pour le traitement รฉcologique des รฉquipements en fin de vie. Le financement de ces activitรฉs est assurรฉ par une cotisation de recyclage supportรฉe par le consommateur lors de lโachat dโun nouvel รฉquipement.

Les consommateurs peuvent se dรฉbarrasser de leurs รฉquipements รฉlectriques et รฉlectroniques usagรฉs de trois maniรจres diffรฉrentes:
- Lors de lโachat dโun nouvel รฉquipement, ils peuvent rendre lโancien, gratuitement, au fournisseur du nouveau.
- Les รฉquipements รฉlectriques et รฉlectroniques usagรฉs peuvent รชtre dรฉposรฉs gratuitement dans les parcs ร conteneurs communaux. La commune est responsable de la collecte sรฉparรฉe des รฉquipements usagรฉs provenant des mรฉnages.
- Les รฉquipement usagรฉs peuvent รชtre dรฉposรฉs gratuitement lors de la collecte ร domicile SuperDrecksKรซscht 4 fois par an.

Op 14 februari 2014 is de nieuwe โRegeling elektrische en elektronische apparatuurโ van kracht geworden, die uitvoering geeft aan de Europese richtlijn nr. 2012/19/EU.In deze regeling is het afvalbeheer van elektrische en elektronische apparatuur geregeld.
De nadruk bij deze wetgeving ligt op het vermeiden van het ontstaan van elektrisch en elektronisch afval. Waar mogelijk dient hergebruik, recycling en de terugwinning van energie te worden nagestreefd om afval te reduceren.
Een tweede doel is het verbeteren van het milieugedrag van iedereen die een rol speelt in de levenscyclus van elektrische en elektronische produkten: bij het ontwikkellingsproces, het gebruik en bij de uiteindelijke verwerking van het product in de afvalfase.
Wat gebeurt er met de ingezamelde apparatuur?
Door producenten in het leven geroepen stichtingen financieren het transport en de verwerking. Ingezamelde apparatuur wordt vanaf de gemeentelijke milieustraten naar gecertificeerde verwerkers vervoerd, waar op een milieuvriendelijke manier ontmanteling van de de ingezamelde apparatuur plaatsvindt. Herbruikbare materialen worden gesorteerd aan de grondstoffenindustrie aangeleverd voor verdere verwerking. Niet-herbruikbare materialen worden op een, vanuit milieu oogpunt, acceptable manier verbrand of gestort.
Dell voldoet aan de verplichtingen die zijn vastgelegd in het decreet van elektrische en elektronische apparatuur door het lidmaatschap van de bovenstaande stichtingen โย www.stichting-open.orgย (Stichting OPEN).

Bij het aanschaffen van een nieuw elektronisch apparaat, kan uw oude apparaat gratis worden geretourneerd met de volgende opties:

Forskrift om kasserte elektriske og elektroniske produkter (EE-forskriften) trรฅdte i kraft i 1999.
Formรฅlet med EE-forskriften er รฅ redusere de miljรธproblemer EE-produkter forรฅrsaker nรฅr de ender som avfall. Dette skal skje gjennom separat innsamling, utsortering og behandling av materialer og komponenter som er farlig avfall, og hรธy grad av gjenvinning av รธvrige deler av avfallet. Bestemmelsene skal sikre at slikt avfall gjenvinnes der det etter en avveining av miljรธhensyn, ressurshensyn og รธkonomiske forhold er berettiget
Hvordan pรฅvirker EE-forskriften private husholdninger? Private husholdninger har muligheten til รฅ returnere sitt EE-avfall til oppsamlingspunkter vederlagsfritt. Produsentene er ansvarlig for รฅ finansiere innsamling, sortering, ombruk, gjenvinning, disponering og annen behandling av EE-avfall fra private husholdninger deponert ved disse oppsamlingspunktene. Dell lรธser sitt produsentansvar ovenfor EE-forskriften gjennom medlemskap i returselskapet Eurovironment AS. Eurovironment er godkjent av Statens Forurensingstilsyn(Sft). 1) Sinn und Zweck der getrennten Sammlung von Elektro- und Elektronikaltgerรคten und Nachteile der Beseitigung gemeinsam mit unsortierten Siedlungsabfรคllen
Innerhalb der EU fallen jรคhrlich mehr und mehr Elektro- und Elektroaltgerรคte an. All diese Gerรคte enthalten eine Reihe von gefรคhrlichen Bestandteilen, die ein groรes Problem bei der Abfallentsorgung darstellen. Im Verhรคltnis zur steigenden Menge werden allerdings immer weniger Gerรคte einer ordnungsgemรครen Entsorgung zugefรผhrt. Eine vom normalen Siedlungsabfall getrennte Sammlung ist Vorraussetzung fรผr eine spezielle Behandlung und ein entsprechendes Recycling von Elektroaltgerรคten. Diese beiden Maรnahmen sind erforderlich, da sich in vielen Elektroaltgerรคten Bestandteile befinden, die ohne fachgerechte Verwertung umweltschรคdigend sein kรถnnen. Bei einer gemeinsamen Beseitigung mit unsortiertem Siedlungsabfall kรถnnten Schadstoffe in den Abfallstrom gelangen. Die Folge wรคre eine erhebliche Belastung der Umwelt.

3)Sinnhaftigkeit der Wiederverwendung, der stofflichen Verwertung und anderer Formen der Verwertung von Elektro- und Elektronik-Altgerรคten
In Elektroaltgerรคten sind zahlreiche wertvolle Rohstoffe wie zum Beispiel Eisen, Aluminium oder Kupfer enthalten, die im Sinne einer sparsamen Ausschรถpfung der natรผrlichen Ressourcen wieder verwendet werden sollten. Die รถsterreichischen Hersteller / Importeure nehmen ihre Verantwortung wahr, indem sie die Konzeption und Produktion von Elektro- und Elektronikgerรคten forcieren, deren Reparatur, mรถgliche Nachrรผstung, Wiederverwendung, Zerlegung und Recycling zunehmend einfacher ist und helfen dadurch mit, die Umweltbelastung mรถglichst gering zu halten
4) Potentielle Auswirkungen auf die Umwelt und die menschliche Gesundheit, die durch das Vorhandensein von gefรคhrlichen Stoffen in Elektro- und Elektronikgerรคten bedingt sind
Besonders wichtig ist die fach- und umweitgerechte Entsorgung von Schadstoffen wie z.B. Blei, Quecksilber oder Kadmium, die in vielen Elektroaltgerรคten enthalten sind. Diese Stoffe benรถtigen eine spezielle Behandlung, da sie im Fall einer unsachgemรครen Beseitigung kurz- und langfristig negative Auswirkungen auf die Umwelt und menschliche Gesundheit haben kรถnnen. Die รถsterreichischen Hersteller / Importeure stellen unter anderen ausfรผhrliche Informationen รผber die in den Elektroaltgerรคten enthaltenen Bauteile und Werkstoffe zur Verfรผgung. Dadurch leisten sie einen wesentlichen Beitrag zur Erleichterung der Entsorgung bzw. helfen sie mit, die Gefรคhrdung der Umwelt und der menschlichen Gesundheit zu minimieren.
5) Was hat es mit der Mรผlltonne auf sich?
Die durchgestrichene Mรผlltonne auf Rรคdern ist das Symbol fรผr die getrennte Sammlung. Alle Elektro- und Elektronikgerรคte, die nach dem 12. August 2005 in Verkehr gebracht werden, mรผssen damit gekennzeichnet sein. Dies erleichtert die getrennte Sammlung bzw. Aussortierung aus dem Siedlungsabfall. รblicherweise ist die durchgestrichene Mรผlltonne direkt am Produkt angebracht. In Ausnahmefรคllen, sofern dies aufgrund der Grรถรe oder der Funktion des Produktes notwendig ist, muss das Symbol auf der Verpackung, der Gebrauchsanweisung oder dem Garantieschein aufgedruckt sein.

AEEE Direktifinin amacฤฑ:
- AEEEโlerin ayrฤฑลtฤฑrฤฑlmamฤฑล belediye atฤฑklarฤฑ ile imha edilmesi oranฤฑnฤฑ minimize etmek, iลleme, geri kazanฤฑm ve รงevreye uyumlu bertarafฤฑnฤฑ saฤlamak iรงin AEEEโlerin toplanma miktarฤฑnฤฑ artฤฑrmak.
- Yaลam dรถngรผsรผne katฤฑlan bรผtรผn Elektrikli ve Elektronik Eลyalarฤฑn (EEE) รงevresel performanslarฤฑnฤฑ iyileลtirmek.

The WEEE Directive (Waste Electrical and Electronic Directive) commenced in the UK on 1st July 2007. The WEEE Directive aims to:-
- Minimise the disposal of WEEE as unsorted municipal waste and achieve a high level of collection of WEEE for treatment, recovery and environmentally sound disposal.
- Improve the environmental performance of all those involved in the life cycle of electrical and electronic equipment.
Some EEE can contain substances which are potentially hazardous to the environment and human health and must be disposed of in an environmentally acceptable manner. The WEEE directive ensures that the appropriate treatment is available for such EEE.
What does WEEE mean for Private Households? Private householders will be able to return their WEEE to collection facilities free of charge and play their part towards the reuse and recycling of WEEE.
Producers (manufacturers, sellers, distributors) will be responsible for financing the collection, treatment, recovery and disposal of WEEE from private households deposited at these collection facilities. Producers who sell through distance selling methods such as internet and telephone are required to join the national distributor take back scheme or provide an alternative method for private householders to return equipment.
Dell will meet its obligation to the WEEE Directive in the UK through membership of a Government approved Producer Compliance Scheme, European Recycling Platform (ERP)ย and through providing private customers with its Consumer Recycling programme for the collection, treatment, recovery and disposal of WEEE.
