To disable TurboBoost within BIOS, restart the computer. Repeatedly tap the F2 key at the Dell logo screen. Expand Performance, and click on Intel® TurboBoost™.

Uncheck the Enable Intel® TurboBoost™ option. Click on Apply, and then Exit.
