Fixes:
- Fixed the issue where after a packet drop, the Rx page was not replenished. In certain rare
scenarios, the same page fragment was mistakenly assigned to two different Rx descriptors for Write,
causing this issue.

when working on Ubuntu and Debian OSs.
- Fixed the issue where MLNX_OFED installation failed to upgrade firmware version on
ConnectX-6 Dx NICs with secure-fw.

RHEL 8 OSs.
