Fixes & Enhancements

Fixes:

Fix1: Add a sequence to clear the ""health monitoring done bit"" every time before health monitoring is triggered.
Fix2: Device starts GC (enables flow control) with 4K random write. There is no performance drop with other workloads(Seq Read / Ran Read / Ran Write). The host should use the sanitize or TRIM(all ranges) instead of the secure erase or waits for GC finishing for a while.

This issue is typically reported as - The operation was not successful because the device buffer write has failed. And will result in an aborted attempt to update firmware on the identified HDD. Error codes associated with this failure mode include 8009 and 8017. Once an error is detected, the update session is aborted.
