IFWI (in-band) firmware update for the Intel Data Center Flex 140 GPU

Improves PCIe link training.

1. Download .bin file and Readme.txt
2. Download and Install Intel XPU Manager from https://github.com/intel/xpumanager
3. Follow XPU Manager installation instructions here: https://github.com/intel/xpumanager/blob/master/doc/Install_guide.md
4. Navigate to the Readme.txt file you downloaded in step 1.
5. Follow the instructions to install the firmware on the card.

Example command is: xpu-smi updatefw -d 0 -t GFX -f /home/test/XPUM_Flex_140_128_ES_034_gfx_fwupdate_DG02_2.2280_.bin

NOTE: This will only do a firmware update on device number 0 as noted by "-d 0" in the command above. You must update each GPU 1 at a time until all have been completed. To increment the next GPU, run the command above with "-d 0" modified to "-d 1" then "-d 2" and "-d 3"
