The ECS namespace cannot be deleted until all the object users created under it are deleted.

Run the below command from ECS CLI to find out the object users associated with the namespace to be deleted.  
svc_user list | grep -i <namespace>
Example:
svc_user list | grep -i "example_ns."
Where we are listing object users associated with namespace "example_ns"

The namespace can be deleted once all object users under the namespace are successfully deleted.
