Cause

The root cause of this issue is due to the "Force protocol encryption" feature that is enabled on the SQL Native Client configuration under SQL Server Configuration Manager.

The "Force Protocol Encryption" setting on the SQL Server forces the use of SSL encryption.
SSL encryption requires an exchange certificate issued by a trusted Certificate Authority (CA) to be available on this machine.
Without this certificate, the connection fails.

Resolution

To resolve the issue, follow the steps below:

  1. Open the SQL Server Configuration Manager
  2. Right-click SQL Native Client 11.0 Configuration and select properties.
  3. Set the Force Protocol Encryption value to No and select OK.
  4. Perform the same steps for the SQL Native Client 11.0 Configuration (32 bit) configuration
  5. Reboot the SQL Server
  6. Once the SQL server is up and running, check that the issue is resolved.
