Resolution:
The recommendation is to install Intel NIC Family version 21.5.0 drivers which are designed for Microsoft Azure Stack, version 22H2, with package ID NVPY7. You can access the driver package using the provided link.
Known Issues::
After Downgrade the Driver may still show 1.16.208 even though the installer says it is .206. If so you must either uninstall the driver or re-upgrade to .208 and then attempt to downgrade again.
