Connectrix MDS: Linecard Fails to Boot Up with Error 'PORT-5-MODULE_BRINGUP_NOT_ALLOWED'
Summary: A linecard that is physically inserted into a Director slot that was previously populated fails to boot.

Symptoms
A Line card failed to boot when inserted in an MDS Director slot which was previously populated.
When the new line card is the same model as the original line card, then the following syslog message is seen:
%PORT-5-MODULE_BRINGUP_NOT_ALLOWED: Not allowing module 8 to come up for reason: Speed group configuration is not supported. (0x4029018c)
If the new line card is a different model than the original line card, then the following syslog message is seen:
%PORT-5-MODULE_BRINGUP_NOT_ALLOWED: Not allowing module 10 to come up for reason: Speed change not allowed (0x4029007f)
In both scenarios, the following sequences of syslogs are recorded:
%VMM-2-VMM_SERVICE_ERR: VDC1: Service SAP Port manager (high) for slot 8 returned error 0x402901ac (Module insertion failed) in if_bind sequence %IM-3-IM_RESP_ERROR: Component MTS_SAP_VMM opcode:MTS_OPC_IM_IF_VDC_BIND in vdc:1 returned error:Module insertion failed %IM-3-IM_SEQ_ERROR: Error (Module insertion failed) while communicating with component MTS_SAP_VMM opcode:MTS_OPC_IM_IF_VDC_BIND (for:RID_MODULE: 8) %MODULE-2-LCM_MODULE_INSERT_FAILURE_NEG_RSP: Slot-8 has failed to boot up because of service "Im SAP" due to module insertion failure
The module finally goes into a failure state as shown in show module command:

Cause
Cisco interoperability issue
Resolution
Workaround:
To prevent this issue, run the command purge module x running-config while the slot is empty.
If the issue has already occurred, then take a backup of the configuration and run the following commands which are disruptive.
write erase write erase boot reload
