這是 Microsoft 的設計運作方式。
BIOS 會延伸系統中任何選用 ROM 的憑證，以判斷 PCR7 的值。如果此值包含第三方 UEFI CA，則不允許 PCR7，而是要求 0,2,4,11。這表示任何具有 PCI 顯示卡、網路或儲存控制器的系統，其 OROM 會觸發此程序，並還原為 0,2,4,11 值。在 OROM 內建於系統 BIOS 的筆記型電腦組態中，不會觸發此程序，且支援 PCR7。在配備 PCI 顯示卡的系統組態中，它會觸發此程序，然後返回。這同樣適用於任何配備 PCI 顯示卡解決方案的電腦，或其他配備 OROM 的 PCI 卡。
