Cause
PDM cannot see any proxies inside the vCenter vApp.
This came up during the initial design of IDPA because that product deployed the internal AVProxy inside the internal vCenter vApp.
Due to this limitation, IDPA ACM deploys proxy using ovftool instead and does NOT use PDM for the internal proxy.

Resolution
Move the proxies out of the vApp container in vCenter.
