Symptoms
vCenter was upgraded to 6.7.
The response shown when trying to connect to vCenter 6.7 is from Unisphere central:
vCenter server vCenter hostname:443 is unreachable.
FQDN and IP were used as hostname.
There is no firewall between "unisphere central" server and vCenter server.
Unisphere Central is on the latest Version now 4.0.7.23059

Cause
This is because vSphere 6.7 only enables TLS1.2 and disables TLS 1.0 and TLS 1.1 by default. Refer to documentation:

Resolution
In vSphere 6.7, only TLS 1.2 is enabled, by default. TLS 1.0 and TLS 1.1 are disabled by default. If vCenter Server or Platform Services Controller is upgraded to vSphere 6.7, and that vCenter Server instance or Platform Services Controller instance connects to ESXi hosts, other vCenter Server instances, or other services, communication problems. may be experienced.
To resolve this issue, use the TLS Configurator utility to enable older versions of the protocol temporarily on vSphere 6.7 systems. Older, less secure versions can be later disabled, after all connections use TLS 1.2. For information, see Managing TLS Protocol Configuration with the TLS Configurator Utility:
