Cause

Flapping from few devices would have caused  disruption that weblinker could not keep up with the queue caused by all the state changes.
Weblinker faces challenges due to any misbehaving device that strains it. Whether it is a flapping ISL or port faults, such issues warrant a review of the RAS log for disruptive events.

Resolution

Ports which are misbehaving (flapping ISL or port faults) must be investigated.
