In this example, the below was the state of the two systems:
The source site is upgraded to 3.6.
The target site is upgraded to 3.6 however the upgrade mode was never finalized.

Cause

The target MDM service can crash when creating an RCG if the target MDM is in upgrade mode. The source MDM is expecting the target site to be at an expected version, but while the target site is in upgrade mode, it is not fully at the expected version and therefore the MDM service may crash.

Resolution

Ensure that all the system components have been fully upgraded.
Finalize the upgrade using the SCLI command from the MDM: 
scli --finalize_upgrade
