If you are using the R10 with Ryzen 3000 series, I would stick with BIOS 1.0.8...
I have not experienced any USB disconnect issues (yet) with the 3000 series (Ryzen 3800X)...
But if you are experiencing USB disconnect issues with Ryzen 3000 series then I would wait until Dell has implemented AMD's fix in BIOS updates before updating the BIOS.
Otherwise I would stick with 1.0.8 for the time being.

That's normal for idle (not in use). The default setting is for it to adjust based on the current PCIe bus load. It reduces bandwidth to save speed, but if you stress it, it will go up. You can verify this by starting render test for example, it should bump up the current link speed to the max.
I updated my BIOS from 2.1.1 to 2.1.2 this morning, and noticed that my memory speed went down from 3200MHz to 2666MHz, which is the clock speed that the system defaults to on "unsupported" memory. I reverted back to 2.1.1 and problem solved.
So if you have higher-speed memory then I would suggest not updating.
I also updated. Got into windows and notice my youtube audio desync problem was gone. then I checked my ram timings in ryzen master and even thou I was running a custom profile in the bios is was running at 2400mhz. went into the bios looked and my memory settings were the same set to 3200mhz. Saved and exited bios. Still showed 2400mhz in windows. When back into the bios and changed the setting saved and went into windows and they change correctly so I then went back into the bios and set then to my original setting and it booted up with the correct timings. Hopefully the audio desync is gone for good.
I like my r10 but the motherboard Bios is nowhere near as good as MSI. For a highend Gaming and overclocking motherboard the functionality is like a 3/10.
3/10 is a generous score. Considering this board does not have any PCI-e slots that link at their full speed, a poor audio codec that is seriously outdated, a cut down version of Nahimic, a bios as barren as the Sahara desert, a video card slot that runs at PCIe4 x 8 instead of PCIe4 x 16, an outdated AGESA version 1.0.0.6 that does not support Ryzen 5000 CPU's, a custom EPS +12 volt 8 pin connector that only support 6 out of 8 pins, an M2 slot that only supports PCIe3 x 4 and not PCIe4 x 4 and probably a few things I forgot to mention.
I almost wish I would have kept my MSI B450 carbon Pro AC and not given it to my son.
If I would have kept it I would have gotten the following improvements, and would have been able to upgrade to Ryzen 5000 CPU's in the future and have had BAR support, just to name a few obvious improvements over the R10 board(s).

I had issues getting my ram higher than 2400mhz and the fix was downloading Ryzen master. Set each channel at 1600 for 3200mhz then run stress test it will ask you to reboot then open Ryzen master up again and save settings

Same thing for me on my R10-3700X, i updated the bios to 2.1.2, still same AGESA 1.0.0.6

Confirmed, but looking at your screenshot you have something wrong with your PCIe link speed on your upper slot.
You show a link speed of 5.0 GT/s, that should show 16.0 GT/s like in my screen shot below.

Yes, I turned that off in my power plan. It's called "link state power management". I just realized he has this feature on.
Since this is a desktop I turn everything off that is trying to save power.

I did not have that issue with mine. My Corsair has had no issue with bios 1.0.8 all the way up to 2.1.2.
Has always retained the OC1 settings correctly after a flash.

Is their any reason to update the BIOS from 1.0.8 to 2.1.2 if R10 is using the Ryzen 3000 series CPU?

You would have to look in the change log and see what updates have been provided.
It definitely could use an update on the AGESA version.

Hi Guys, I had no problem with the update to 2.1.2, memory still at 3200mhz.
I guess depending on the xmp profile you loaded in the bios, maybe it reverted to default.
+1 for the AGESA, would be a great improvement.
Or they should have change the naming to R11 or R12, like they did for Intel cpu
