Ok, work around.
You can download the zip package here. It is version 11.0.6 1194 however it will download whatever version is appropriate for your equipment configuration.
downloadcenter.intel.com/.../Intel-Management-Engine-Driver-1-5M-for-Windows-10-for-Intel-NUC-D54250WYK-B-and-D34010WYK-B
1) Download file onto desktop and extract all onto desktop
2) go to device manager and delete Intel Management Engine Interface (a default plug-in interface from 2006 will automatically replace the MEI
3) from the downloaded file locate and install the application setup in the folder ME_SW_MSI
4) restart computer and look for driver version 11.0.5 1189 dated 3-28-2016
I have it installed and it works fine. In fact the system seems to boot a bit faster.

Don't update from Support Assist.
Go into Device Manager, select System Devices, right click Intel Management Engine Interface, click update drivers, select Search Automatically for updated driver.
If there is a better driver Windows will install the driver.

Ah, Windows said, that is the latest version. But on Dell web-site latest one is 11.0.0.1173 (not 1172 like now)

I'll assume you got it working properly now. If not, you can repeat the procedure in case you might have installed it incorrectly. You should not have any issues with SupportAssist.
