New 17R4 60% battery limit
The Brand new laptop will not charge past 60%, it's been 10 years since I purchased a dell laptop... I seem to remember now why I left. :)
Any help would be greatly appreciated.

Sounds like it might still be in Manufacturing Mode:
Alienware 13-R3/15-R3/17-R4, Inspiron 5565/5765
* Power on the system and press the F2 key to enter into BIOS
* Press Fn+X key to clear the manufacturing mode
* Reboot the system by pressing Ctrl+Alt+Delete
